Each commissary has an appointed head bagger who can be seen bagging along with the rest of the baggers. But what exactly is the job description of the head bagger? Baggers are not DeCA employees, but are self-employed persons who agree to work under a licence agreement with the installation command
er. They must sign an Agreement at the commencement of their employment, which serves as their contract. This means that they agree to abide by the terms of the Agreement and conduct themselves properly.

Hiring and Firing

The head bagger is the person who is in charge of hiring and firing employees who want to work as baggers in the commissary. They will give interested ones an application to fill in and they will then run a background check on them to make sure that they do not have a criminal record before hiring them. If there are no available positions, they may choose to keep their details on file until a bagging position opens up. Unfortunately, the head bagger will at times have to fire a bagger who has breached the terms of their Agreement. Customers who have made repeated complaints about a particular bagger may also find themselves out of a job if the Store Director chooses to revoke their license or agreement.

Lost Groceries

At times, baggers will carry out an order for customers and leave a bag of items behind in the commissary. While head baggers cannot keep track of each and every customer's groceries, any items left behind will be brought to the head bagger's attention, who will then make a note of what has happened, what items were left behind and any other relevant information, so that customers can easily reclaim their groceries when they return to the commissary.

Supervisory Role

Baggers work under the direct supervision of the head bagger, who will inform them of any breaches in their Agreement, how best to carry out their duties as a bagger and how they can create a better impression by smartening up their personal appearance or attitude.

Thanks for the informative article, Sophie. Most non-military personnel have no idea commissary baggers work for tips only. Often this may be the only compensation head baggers receives as well.
