There are many different fine arts programs that you can major in. There's web design, journalism- that I received my bachelors in, photography, film, theater, animation and more. Bad news is there are many, and I mean many, different schools that you could choose to apply to; some are much harder than others so please keep that in mind. New York University (NYU)
According to Wikipedia, NYU has been ranked as "America's No. 1 'dream college'." The TISCH School of the Arts has produced "more Academy Award winners than any other institution in the U.S." NYU is one of the best schools in the country, so you're going to need the best test scores and grades to get into NYU.

Interesting tidbit: Many fictional television characters have attended NYU and it's also used as a backdrop for many TV shows.

Rhode Island School of Design (RISD)
RISD is a huge school, it's known as the "Harvard" or "Juilliard" of visual arts. Here is important information that you will need to consider: it's one of the most "selective art schools in the country," but Seth Cohen did get in.
