 does because if Chicago Public Schools had rejected this proposal for a gay-friendly high school this can also mean that the school board is thinking about the implications that could arise if they approved a gay-friendly school.

There would be parents that could speak out about it and protest to allow something like that to happen. This could also spark involvement from religious leaders as well because of the heated debate of California voters who overturned the constitutional amendment that allowed gay marriage with Proposition 8. Gay advocates who spoke out about the proposal rejection have said they're not giving up, but they could face rejection again. The thing is that not everyone is ideal of giving gay students special treatment because they're modeling it after the fact that many disabled students get special schools and programs. That's different since the ADA (Americans for Disabilities Act) mandates that special schools can be built for students with disabilities.
