Questing is by far the superior choice for leveling quickly. Completing quests will provide you with the most experience per time spent playing.

You will always want to focus on slaying the enemies that appear yellow to you as you are traveling from one quest to the next. It is alright to kill the ones that appear green to you but be sure that they are only three to four levels below your current level.
