1 - As with any new venture, you should probably ask yourself first, why exactly do you want to create a blog? Because everyone else is? Because you have something to say? To gain attention? Answering these questions before you begin will help you decide on which blog provider to choose, and will also help you see what you might expect from yourself as the content provider.
2 - Once you've decided on a provider, you need to consider other provider "issues." For example, most sites that provide free blogging actually own the content of your site. This means not only that they have no obligation to continue allowing you access and control of your own site, but that they can shut it down at will. Furthermore, it means that they can keep the contents of your site if they so choose and use it in ways you might not have thought about. On the other hand, if you use one of the sites where you have to register your own domain name, you are usually safe as far as ownership. Beware though, that you are still at risk of losing all the contents of your blog should the provider go out of business or have hardware or software malfunctions.
