Click OK on your Blending Options Window.
Next, we will create the scissors.
Create a New Layer in your Layers Panel. Name that layer scissors.
Click on your Shape Tool in your toolbar and hold it down until the menu pops up. Then select Custom Tool from that menu. Look at the top of your Photoshop window and you will see a shape with a drop down box. Drop that box down and click the arrow on the right side. Click Objects from the drop down menu. Then double click on Scissors 2. Draw the scissors on the icon.
Next, you will need to Rasterize your Layer. Rasterize the layer the same way you did above. Open your Blending Options for the Scissors Layer and apply the following effects.
