Although many of these jobs offer flexible hours, be realistic in your expectations. Many employers will be flexible regarding summer school or another job. However, don't expect that you can ask for every holiday and lots of weekends off; summer is a busy time for both industries.
With that said, try the Greeley Mall. A lot of college kids go elsewhere for summer, so this might help you out a little. This mall is a little small and dead, but there seems to always be a few stores hiring. The theater and surrounding restaurants, like Olive Garden and Old Chicago's, usually look for good workers all the time.
There are a few restaurants in the downtown area as well; try the Armadillo, for example. It's a great restaurant and usually busy, so getting good tips as a waitress should be easy. Don't overlook the grocery stores - King Soopers and Safeway - either. Cashiering or stocking for them would not be too stressful or demanding.
There are some national stores that offer good opportunities as well. Specifically, Wal-Mart, Target, and any stores that have cropped up near them. Another bonus is the employee discount, which would be great at these stores. You need things like toilet paper, why not get an employee discount for it?
If you can't find a summer job in Greeley, try the new Promenade Shops at Centerra. There are a lot of shops there now, and more are coming in. There are several restaurants as well. Since this mall is outdoors, it tends to be slow in winter, but it's great to shop there in summer. It's in Loveland, I know, but it is only 25 minutes or so to drive there from Greeley. It's not that bad of a commute, and it is always nice to work in a new building.
