ICH (treatable): If your fish has the appearance of having white salt all over the fish than your fish has ich. You will need to go to the petstore and purchase medication for ich. Make sure that if it says to take the filters out, you do so. Otherwise you will be medicating your fish for nothing. Ich is a bacterial infection and usually leads to fin rot. I would suggest using Maracyn One and Two at the same time. This will prevent fin rot if your fish don't have it already. I would suggest using aquariam salt and bumping the water temperature up to around 82 degrees.
FIN ROT (treatable): If your fish has the appearance of frayed fins or shrinking fins than your fish has fin rot. Fin rot and Ich usually come hand in hand and are usually very quick diseases. In 7 days all of your fish could be dead if they are not treated quick enough. You can purchase what's called RID-Ich or you can buy Maracyn One and Maracyn Two. Maracyn is best used with both medications at the same time. Make sure to remove carbon. Fin rot looks like split fins and the fins may also have a red streaked appearance. You will need to buy aqarium salt and bump up the temperature to about 82 degrees.
