I asked a friend who's into video editing and showed me his copy of the Adobe Premiere Elements 3 and how he uses it.

The interface starts of with a video editing wizard to begin loading your video files to compile and segregate the video and sound in order to begin creating the storyboard as well as adding background music, a big plus for the Adobe Premiere Elements 3. Everything comes to place as you place the video sequence you wish for it to appear with the palette tool that has all the buttons without opening a separate options palette for other functions.

What makes it even more user friendly is the direct editing on the preview window where you can place the titles, notes or even give it a TV show feel with opening credits and episode titles. And an even more amazing innovation for this video editing software is the mini-timeline, allowing users to see how long it takes for the current scene before next scene appears.
