Can Joe Biden Climb into the Top Tier of Presidential Candidates?

The Democratic National Convention will not be convening yet for almost a full year and the essential primary votes will not be held for almost a half year. In the interim it is likely that some movement will take place among the Democratic Party's candidates for the Presidency. A candidate or two will drop out along the way leaving a little more room in the field. The question is, of those vowing to remain to the finish, are there candidates still capable of vaulting into the top tier of candidates to make a primary run. One candidate, now firmly placed in the second echelon but with the capacity to move up, may be Senator Joseph Biden, from Delaware.
