National Black Chamber of Commerce Accuses Clinton of Failing to Support AIDS Funding for African Americans

An August 23, 2006, report in the Washington Post says that Senator Clinton attempted to stop provision in the Ryan White HIV/AIDS Treatment Modification Act of 2006 (@. 2823). Senator Clinton was the only senator who did not vote in favor of the act, which was a bipartisan remedy to "the increasingly unfair and outdated funding formulas that hurt African Americans, particularly in the rural South," according to the National Black Chamber of Commerce. The act would have ensured funding for programs that would follow patient caseloads. All of the other 19 senators voted "yes" to approve the act.
In a June Democratic presidential debate at the historically black college Howard University, Senator Clinton seemed to reverse her position on the subject. She said there that current HIV/AIDS funding does not reach African Americans in a sufficient manner. Many people thought that her statements were in contrast to her voting record from last year. In any case, no one is sure as to why she made these contrasting statements.
