The intent is to foster and promote, through physical activity and sports, a sense of understanding, cooperation, and peace between two historically turbulent regions. It must be kept in mind that this is in essence a rebuilding project. As the result of many years of conflict and ill will, it is essential to begin with improving the life and physical well being of the individual. As the individual begins to see that there are definite benefits to the process, there will be much greater success realized.
At the onset of implementing the plan, there should be joint planning with both Ireland and Northern Ireland to ensure unilateral development of programs and facilities, and to promote a spirit of cooperation and unity. As the overall purpose is to aid in the continuing process of peaceful relations between the two regions, it is vital to meet with representatives of both regions on an ongoing and regular basis. This will help to keep the lines of communication open and flowing and hopefully promote open lines of communication at other levels. It will also help to promote an understanding of the situations and circumstances of both regions. The more each can know and understand regarding the other, the greater the opportunity is for not only peaceful relations, but relations which move toward benefiting the greater good of all.
