The story takes place in New Orleans right after the Katrina Aftermath September 1, 2005. Now Marlin Boulet patrols the flooded streets of the city with his partner, Charlie. Charlie later deserts his partner Marlin Boulet.

Two years later and now Marlin Boulet is a changed man even though he's on the edge of a breakdown. Marlin has a drinking problem so he drinks while on duty and he doesn't mind bending or breaking the rules of police enforcement while on a case. His new partner Trevor Cobb, who has just, came back from a tour in Khandar with the Army Rangers. Marlin Boulet has a hard time understanding why a Yankee with his background would chose to come to K-Ville for this time of work.
