The Elder Scrolls IV: Oblivion Walkthrough Part 8: The Spies of the Mystic Dawn

In the previous edition of The Elder Scrolls IV Oblivion walkthrough series, you had broke into the Mystic Dawn lair and retrieved the Mysterium Xarxes and taken it back to Martin. He has told you that with a little time, he'll be able to uncover the key to getting into the Paradise Realm where the Amulet of Kings you're looking for is located.After you've spoke to Martin, Jauffre will be the next person you need to speak to in order to continue your quest. When you ask him about the spies around the Temple, he will tell you think he thinks that they are Bruma, and you'll need to go and speak to the Guard of Bruma, Captain Burd. Before you do this, go find Steffan in The Elder Scrolls IV Oblivion to learn what he knows about these spies. He says that they are usually seen at dusk close to the rune stone on the road to the Cloud Ruler Temple.
The new location you've retrieved will be marked on your Compass and will have something useful in store for you. If you choose to activate the Hestra Rune Stone, you will be temporarily given a Bound Mace and Gauntlets. Now it's time to go to Bruma and find Captain Burd. You will find him in either one of two places in The Elder Scrolls IV Oblivion, the Barracks or the Castle's Great Hall.
After a rendezvous with the captain, you'll learn that no strangers have entered into town recently, although Jearl did return from a trip, so now it's time to go find him. When you reach his house, you'll have to lock pick the door to enter. Once inside, you'll learn that introductions are not important to the man or his friend and you'll be attacked as soon you enter the room. As soon as you've defeated both enemies, search their bodies to find a Basement Key.
The basement isn't very complicated to find in The Elder Scrolls IV Oblivion, as it's located right under you. Look at the carpet until you spot the opening and head downstairs. You should quickly find a scroll containing plans of the Mystic Dawn and you'll need to make haste with this back to Jauffre.
