The U.S. Dept. of Homeland Security and the Federal Emergency Management Agency (FEMA) have awarded the University of Maryland Center for Health and Homeland Security a $650,000 grant. The University of Maryland recently announced that they will use this funding to continue emergency planning courses.

The Maryland Center for Health and Homeland Security previously developed a course titled, "Preparing the States: Implementing Continuity of Operations Planning," (COOP) which has been certified by the U.S. Dept. of Homeland Security and FEMA.

This course will give state, and local emergency planners the knowledge that they need to successfully develop continuity plans for their jurisdictions and operations in the event of an emergency. Most of the training can be offered free of charge to course participants.

Regardless of the type of emergency, it is vitally important that local governments can continue to operate. Some of the hazards contemplated in this training program include natural catastrophes, human-induced events, and more.

So far nearly 400 people have been trained in over 14 continuity-training events that have taken place in 13 different jurisdictions. There are 11 different modules within this program.

It is available both as individual training and train-the-trainer events. All of the events include interactive discussions, using a sample policy, and other exercises pertinent to continuity training.

The training program targets high-thread, high-density urban areas. This year the training will be targeted to six of the largest urban areas, which includes the National Capital Region of Washington, D. C. There are also 40 other smaller urban areas that are targeted. In total, 36 additional training sessions that will train over 1,000 people will be held by the end of the year.
