I've been traveling a lot by air recently and I've experienced both liners - Philippine Airlines and Cebu Pacific, both for domestic flights. Here are my praises and criticisms for both liners in terms of the following characteristics:

Flight schedule

Philippines Airlines (PAL) is almost always late. I even overheard someone in the airport joking that PAL also stands for "Philippines always late." It's pretty bad press for marketing an airline, when flights are always delayed. But I've had first-hand experience there, and PAL flights are indeed very often delayed.

Cebu Pacific (CEB), more often that not, Cebu Pacific leaves and arrives on time. Sometimes they are minutes off the actual ETD (estimated time of departure), but not typically as bad as PAL's delays which occur by the hour. Except for some extreme incidences usually for flights the occur at night.

Airplane facilities & accommodations

Philippines Airlines (PAL) gets 2 thumbs up for seating comfort. Definitely more leg room and space to recline. Because the airplanes are much bigger, they seat more passengers and are not often full. This makes the temperature in the cabins very cozy and cool as well. The free snacks on board is alright. At least it's something to chew on while passing the time. One cool feature that contrasts PAL with CEB is their LCD television screen that shows actual time, altitude, temperature, estimated time of arrival and other things a tense passenger (such as myself) might want to know while on a flight.

Cebu Pacific (CEB) airplanes are quite small which accounts for cramped spaces. You'll have to sit upright most of the time mostly because there is no room left. There are no free snacks on board. All of their snacks are for sale (drinks are at 50 and 100 pesos each). The fun thing about Cebu Pacific flights though are their games. They have a show-me/ bring-me game wherein they ask passengers for something and the first one to raise the item wins a prize. Often there are also in flight magazines, usually early in the morning when some passenger hasn't stashed them yet.
