Oklahoma Woman Charged with Child Neglect to Appear in Court

A woman charged with a felony count of child neglect after police found children sleeping in a room surrounded by dog feces, and drugs floating in the toilet is scheduled to appear in Kay County District Court in Oklahoma on Feb. 1.Kendra Ruth Cooper, 22, Stillwater, Okla. was arrested in Blackwell, Okla. by Blackwell police March 15, 2007.
According to the affidavit, police went to her residence with a search warrant for the purpose of finding a stolen black and white Sharpei dog. Cooper answered the door for police and stayed in the living room while officers entered the residence.
Officer John W. Mitchell, states in the affidavit that he saw a male subject identified as Matthew Duncan come from the bathroom and enter the living room. Two children, ages 4 and 1 were also discovered at the residence.
Mitchell states he entered the bathroom and saw a baggy containing a green leafy substance floating in the toilet. The substance tested positive for marijuana. The gross weight of the baggy and its content was 5.9 grams.
Mitchell also states that he observed large piles of dog feces on the floor throughout the residence, and that feces appeared to be smeared into the carpet in the room where the children were sleeping. The officer also observed a bathroom sink containing trash and stagnated water, an aquarium containing a turtle and stagnated water, and two pit bulls running loose in the house. Mitchell states that he watched the four-year-old boy put his hand in the aquarium.
He adds that laundry was scattered throughout the northwest bedroom and that many of the clothes had dog feces on them. Cooper was placed under arrest and bond was later set at $5,000.
On Dec. 12 she was ordered to under go a Level of Service Inventory Assessment and to complete an adult substance use survey as well as return a supervision intervention report.
Duncan was also arrested and charged with felony child neglect. He is also facing a felony count of child abuse stemming from a 2006 arrest.
