Governor Arnold Schwarzenegger of California has been busy politicking on the global stage with Tony Blair, but Californians could use more of his muscle back home. Here are ten ways Governor Schwarzenegger can mix and match some solutions to the troubled waters of California public services and communities.

1. Give Tax Credit to Studios honoring WGA new terms

Southern California is in the midst of a post-fire, post-holiday WGA strike slump. The side deals of the Hollywood production companies have laid the groundwork for the new writing agreement that the Writer's Guild is looking for. Schwarzenegger can "show them the money". Schwarzenegger should evaluate the revenues lost in taxes and to the public from every additional strike day and choose to allow Hollywood functions to resume and derived basis tax credits. Every day the WGA strike lingers, the entire Southern California area loses revenue, community value, and dependent financial support.

Instead of putting the entire industry and most of Southern California at even more financial risk, Schwarzenegger can bring film production projects and televised entertainment back from the doldrums. 2 years from now, the DVD sales market will be dead due to what Arnold didn't do today.

2. Redistrict Valley and surrounding areas of Los Angeles

The San Fernando Valley, Downtown Los Angeles, Midtown, and other areas of the Southern California basin pay and participate in broadly disproportionate activities and public support. Ballot initiatives in recent years have shown community enthusiasm for breaking off from Schwarzenegger needs to step in and add the midtown and southern and eastern Los Angeles communities.

Less community redevelopment and public service drivers are needed for each neighborhood and award monies according to need, not statistical data. Los Angeles is in crisis from too many sides, and violence and crime could be tipping the scales if resolutions to foster care, food stamps and welfare cuts, and illegal immigration services don't keep pace with need.
