On September 5, 1905, the 1904 - 1905 Russo - Japanese War was officially ended with the signing of the Treaty of Portsmouth at Portsmouth Naval Shipyard inside Portsmouth, New Hampshire located within the United States.The Russia delegates who signed the treaty agreements were famed Russian policy maker Roman Rosen, Sergius Witte and famed international law theorist Fedor Fedorovich. Meanwhile, for the nation of Japan, the signing delegates were Takahira Kogoro and Marquis Kumura Jutaro.
