A Layman's Theories on God's Watchful Eyes

Summarizing the theory so far, the advanced race of colonists who created humans had a war on earth. In the end, the good and righteous side won the war. We will call them the victors. Their enemies were stripped of any threatening technology, and were allotted the eastern continents. The
 victors chose to relocate to the western continents. At some point the victors decided to evacuate to another planet within reach, making earth a prison for their enemies. A prison requires guards, which suggests that somewhere nearby are stations, or posts outside of earth's view. Whether their new home base is within the galaxy, or just outside, it would make sense that the victors would want to keep an eye on how things progressed on earth. There would be several reasons for this. For one, they would realize the potential hazards that may result in their modifying a native species, especially if human evolution were to take an unexpected turn. The influence of their former comrades imprisoned on earth would be another concern. Finally, they would want knowledge of their enemies' whereabouts and activities. This all gives reason to believe that the victors would want regular updates of what is happening here on earth. They may have even created another more primitive being capable of meeting the task. But let us not get ahead of ourselves, because little green men were not reported until around the 20th Century. Right now, it is sometime after 665 BC, when Moses had already freed the Israelites from slavery, and led them to their final destination. Returning to the theory, this may be a hint of when the victors' finally leave.
