Several years ago, I began a personal journey of healing from the effects of many years of abuse in the form of incest and childhood sexual abuse. During that same time frame, I became acquainted with The Care Act, which was introduced by Ohio Congressman, Bob Ney in 1999. This House Bill called attention to the judicial disparity between rape by a stranger and rape by a family member. It told of an "incest exception" clause that was on the law books in most states, which would allow perpetrators who raped their own children to get a lighter sentence than perpetrators who raped strangers.

What this "exception" says to me as a survivor of incest is that being raped by a family member is not as damaging as being raped by a stranger. I don't want to minimize the damage that is done by any rape, whether by a stranger or someone who is known by the victim. Rape is a horrible crime that damages the soul of its victim. However, a child who lives in the same home as his perpetrator is unsafe day and night, week after week, month after month, year after year. I know, because I lived it. Incest is a heinous crime and its perpetrators need to be prosecuted and punished to the full extent of the law, no exceptions.

The PROTECT organization, located in Asheville, North Carolina first began by supporting Bob Ney's Care Act bill in 1999. This organization has grown over the years and has done a great work towards protecting children from predators by changing the laws in this country. The "incest exception" still remains on the books in some states, but it is being changed one state at a time.

Punishment is a great deterrent. "As laws are strengthened and enforced, perpetrators who prey on children will need to think twice before they continue to rape, molest and sexually abuse this nation's children."
