In a true federal government foundation, the purpose is to give the people the power to shape their government by electing officials who will be the voice of representation. "It is to be the assent and ratification of the several States, derived from the supreme authority in each State, the authority of the people themselves." Establishing the Constitution in this form "will not be a national, but a federal act." [1]

This provides a more decentralized government where according to Llewellyn H. Rockwell, Jr., "This was the country where people were to govern themselves and to plan their own economy, not have it planned by Washington, D.C. The president never concerned himself with the welfare of the American people because the federal government had no say over it. That was left to the people's political communities of choice." [2]

Our country was meant to be run by the people for the people, which could not be seen more clearly than in the Tenth Amendment, which states, "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to States respectively, or to the people." [3]

The presidential system is much better than the parliamentary but in the last two hundred plus years the reality is that the president has been granted with too much power. It would be a major shock for our founding fathers to find how much power George Bush has today in comparison to what the intention was.
Our president's job was intended to "simply to oversee a tiny government with virtually no power except to arbitrate disputes among the states, which are the primary governmental units. He is head of state, though never head of government. His position, in fact, is one of constant subordination to the office holders around him and the thousands of statesmen on the state and local level. He adheres to a strict rule of law and is always aware that anytime he transgresses by trying to expand his power, he will be impeached as a criminal." [2]

People need help through the central government because state governments have too small a budget to cover all such incidents, mishaps and what have you. Nice piece Johnny.
